In a bid to curb the rapidly deteriorating air quality in Delhi, the government has invoked the GRAP stage 3 norms and as a result, the BS3 petrol and BS4 diesel car ban is now enforced from November 2 till further notice. Moreover, if found violating the mandate, the owner will be heavily fined.

Currently, Stage III of GRAP has been enforced to combat the severe pollution levels in Delhi. As part of Stage III, the Delhi Transport Department has banned BS3 petrol and BS4 diesel vehicles until further notice. These measures are implemented when the Air Quality Index (AQI) reaches the 'severe' category in the range of 401 to 450. Unfortunately, meteorological conditions and AQI forecasts in the upcoming days do not indicate any significant relief, which is why the ban will remain in effect until further notice.

This means that older vehicles with BS3 petrol or BS4 diesel certification are not allowed to operate on the roads of the National Capital Region, which includes not only Delhi but also neighboring cities such as Gurugram and Faridabad in Haryana, as well as Ghaziabad and Noida in Uttar Pradesh.

Under stage 3, private diesel vehicles are also not allowed to enter the city, but diesel commercial vehicles that are engaged in essential services are exempted. In addition, private buses from other states with BS4 diesel certifications are prohibited from entering Delhi. If the pollution situation worsens, these bans may be extended to include other commercial vehicles as well.

Owners of vehicles, including cars, SUVs, or two-wheelers, with a minimum of BS6 certification are permitted to operate during GRAP stage 3.. It's important to note that individuals owning electric or CNG vehicles are not affected by these restrictions.

Fine Of Upto Rs. 20,000

The ban on BS3 petrol and BS4 diesel vehicles will apply to the National Capital Region (NCR), which includes Delhi and its neighboring cities. The ban covers light motor vehicles (LMVs or 4-wheelers) in the National Capital Territory (NCT) of Delhi with immediate effect. Violators of this rule may face a fine of Rs 20,000, and this penalty will be imposed as per the provisions available under Section 194(1) of the Motor Vehicle Act, 1988. However, police vehicles, those deployed in emergency services, and vehicles used for enforcement duties are exempt from this ban.

Verdict

The ban on BS3 petrol and BS4 diesel vehicles in Delhi due to rising pollution levels is a step to curb emissions and improve air quality. While it may inconvenience some vehicle owners, it aligns with environmental goals and public health concerns.
