With the Air Quality Index in Delhi-NCR surpassing the 400-point mark once again, the Delhi Government has re-implemented GRAP (Graded Response Action Plan) 3 measures. As part of these measures, the Delhi car ban is back and there is a ban on BS3 petrol and BS4 diesel passenger cars from operating in the Delhi-NCR region. The order, issued by the Delhi Transport Department on December 22, 2023, will remain in effect until further notice. Individuals found violating the ban on BS3 petrol and BS4 diesel vehicles in Delhi-NCR will be subject to a significant fine of Rs. 20,000. However, exemptions are provided for light motor vehicles used by emergency services, police, and government bodies for enforcement purposes.

This decision follows the lifting of the ban on BS3 petrol and BS4 diesel vehicles by the Delhi government in late November. The implementation of GRAP (Graded Response Action Plan) 4 measures in November was a response to the city experiencing the lowest levels of air quality for the year. The re-imposition of restrictions reflects the ongoing efforts to address air pollution concerns in the national capital region.

When Are The Restrictive Measures Imposed?

The activation of GRAP 3 measures occurs when the air quality index surpasses the 400-point mark, extending up to 450 points, with GRAP 4 measures being enacted thereafter. As of December 22, the average AQI levels in Delhi were between the 400 and 410 points mark, with the latest reports indicating a further deterioration in the AQI.

The Delhi government had previously lifted the ban on BS3 petrol and BS4 diesel vehicles in the national capital in late November, following improvements in the Air Quality Index (AQI) in the Delhi-NCR region. In November, Delhi implemented up to GRAP (Graded Response Action Plan) 4 measures as the city experienced its lowest levels of air quality for the year.

Verdict

While the rapidly degrading air quality brought back the car ban in Delhi NCR, the order only has an inception date, starting 22nd December. the ban will remain into force until furthert notice by the authorities. However, this is a move aimed at reducing the pollutiion levels, if found in violation, there is a hefty penalty to be paid by the accused.
