The Himachal Pradesh government is set to construct 12 scrap centers across the state, targeting the removal of vehicles over 15 years old. Each of the state's 12 districts will have its own center, with construction expected to begin by early October. This initiative aims to phase out old vehicles, and participants will receive discounts of 25 to 50 percent on the registration of their new vehicles.

How this policy will create an impact?
Under this new policy, spare parts from these vehicles will not be eligible for resale in the market, and the government will closely monitor them. This measure aims to comply with carbon emission laws and improve air quality by controlling pollution.
Transport Department Director DC Negi explained that this initiative extends beyond Himachal Pradesh to the entire country. Applications from individuals seeking to scrap their old vehicles are currently under review, and their Registration Certificates will be canceled upon approval.
Additionally, applications from those interested in starting a scrap business are being inspected, and the most qualified applicants will be given the opportunity to establish their own scrap centers.
Recently, the department held a workshop for interested individuals, providing an overview of the policy along with its rules and regulations. This workshop aimed to prepare applicants for the responsibilities they will undertake.
What are the benefits of registring under this policy?
The government will provide benefits to those who enroll their old cars in the program. For non-commercial vehicles, participants will receive a 25 percent discount on the registration of their new cars, while those with commercial vehicles will receive a 50 percent discount on registration.

Verdict
The Himachal Pradesh government's initiative to prevent old car parts from re-entering the market is a significant step towards reducing carbon emissions. Older cars have much higher carbon footprints compared to modern vehicles and thus do not support the goal of reducing emissions. Climate change is a pressing reality, and it is crucial that we collaborate with the government to lower CO2 levels on a larger scale.
