The Government of India is planning to enforce stringent measures for outstanding e-challans in the country. It will introduce new penalties for the recovery of e-challans and penalize non-compliant drivers. New e-Challan Recovery Measures

According to a report, the drivers who have accumulated three or more e-challans in a financial year may face suspension of their license for three months. The pending challans could be offences such as red light jump, dangerous driving, overspeeding, or any other violation. Moreover, the report also suggests that the pending challans can lead to higher insurance payments. Drivers with at least two pending challans from the previous financial year will have to pay a higher insurance premium on their car insurance.
This stringent step came after evaluating the e-challan recovery rate in major cities. According to a TOI report, Delhi has the lowest recovery rate at 14%, while Maharashtra and Haryana have the highest, ranging from 62% to 76%. Other states, such as Karnataka, have a recovery rate of 21%, while Tamil Nadu and Uttar Pradesh have a recovery rate of 27%.

The government will also optimise the e-challan system to address the delays in challan notification and incorrect challan alerts. The cameras will be upgraded to a minimum specification set by the authorities. Also, the owners will get regular alerts until the payment is made.

Major cities and UTs now fuse the e-challan system to issue challans for specific offences. The recovery rate of these challans in India is very low due to faulty challans, delayed notification of the challan, and faulty website. Sometimes, it takes more than 30 days to receive the challan notification, and other times the challan is faulty due to some technical error. With the updated system and stringents fines, the government is aiming to improve the recovery rate.
