The Ministry of Road Transport and Highways (MoRTH) has announced new safety standards for two-wheelers, requiring riders to carry helmets and safety harnesses for kids, when riding with children under the age of four.
According to the new regulations, the safety harness must be lightweight, waterproof, padded, and capable of bearing a 30kg load. To secure the youngster for the duration of the ride, the rider must connect the child to the safety harness, which comes with a pair of straps that form. In addition, when carrying children aged 9 months to 4 years, bike riders must maintain a speed of less than 40 kilometres per hour.

For people, wholl not follow the new rule a fine of Rs 1,000 and a three-month suspension of the driver's license. The Central Motor Vehicles Act has been revised to include the new provision, which would increase the safety of minors riding as pillion on a two-wheeler. The restriction applies to children under the age of four.
Children under the age of four must also wear a crash helmet or a bicycle helmet while riding pillion under the new rules for two-wheelers. The helmets must meet the government's requirements. Manufacturers have already been notified by the Center to begin producing helmets for children.

In October 2021, the government issued a draught notification to change the Central Motor Automobiles Rules (CMVR), 1989, to include such safety provisions in the legal framework for the operation of vehicles in India for the first time.
